A kick to the face is less bad than a kick to the junk.
It's not good, mind you, to get a boot to the face. But it's better than the alternative.
That's, I guess, the thinking behind the budget being put forward by Wisconsin Republicans.
Republican lawmakers are proposing $4 billion in new spending over the next two years.
They are offering $400 million in tax cuts to balance things out.
Sure, the $4 billion is less than what Gov. Evers wanted to spend, but it's still $4 billion in new spending.
Schools, roads, the UW System, state workers, and just about anyone else with their hand out will get more in the new budget.
It's less bad than what Democrats wanted, but it's still not good.
