State GOP rolls out "Tax Reform Two"

Jay Weber Show transcript 8-30-23 7:10am

So- as promised-the assembly republicans have revived the three-billion-dollar tax cut that they had in the next budget, only to see Governor Evers veto it out.

Speaker Vos and other budget-writing republicans expressed outrage at the veto and said they’d bring it back before fall-

And so-they are-

However-

However-this isn’t the exact same tax cutting plan that Evers vetoed out.

Notably- this version of the tax cut doesn’t lower the top tax bracket as the original budget bill did.

That’s a major disappointment because 70 percent of Wisconsin business owners file their taxes as individual filers-and instead of representing a ‘tax cut for the rich’ as Evers and the dimwitted democrats claimed-

That would have given an important and lasting tax cut to Wisconsin’s business owners and job creators-

And so- lets point that out right away: it’s irksome that Vos and the assembly republicans decided not to simply pass the same dramatic tax reform proposal that they had in the budget.

Any suggestion was to simply keep passing the same tax package repeatedly until Governor Evers either signed it, or the democrats paid a price for it in the next elections.

The traditional wisdom in Madison was- well, tony Evers probably isn’t going to run for re-election anyway, and that’s three years off, so what does ‘making him own it do?’ nothing.

I reject that-

You make-every-democrat own it by making it clear which party is standing in the way of a 700 to thousand dollar -yearly- tax cut for the average Wisconsin family.

Make it clear: democrats are taking too much out of your paychecks- even more than they need to pay for their bloated spending- and now they refuse to give it back-even when it’s taken in excess.

That! Is what you make every Wisconsin democrat own.

But. But-there were two ways to play this: make Evers and the dems own it politically by passing the same thing and having Evers veto it over and over again-which is a political exercise-

Or- set aside the anger and make a genuine attempt to get-most people- their tax cut. And that’s what these Madison republicans are doing.

And as someone who has always considered himself a commonsense conservative- I can see what they are doing. Instead of ‘feeling good’ about ramming this down Evers’ throat five times and making democrats own it-

Let’s try to get as many Wisconsinites as possible the tax cut that they are owed- instead.

That is why the part of the original plan that Evers used as an excuse to veto virtually the entire thing- is absent from this plan.

This new proposal- does not- include a lowering of the top bracket from the nearly 8 percent taxation that the business owners and higher end earners are paying-

But it does attempt to get the vast, wide bracket that every middle-class Wisconsinite falls into- reduced by nearly a full point.  This was the big payoff and an original feature of the first plan: take a bracket that covers everyone who makes between 27-thousand dollars and 300-thousand dollars ...and cut the rate at which they are taxed from 5.3 percent down to 4.4 percent.

For married couples-that bracket is a couple earning anywhere between 36 grand-and 400-grand each year.

This is -by far-the widest swath of taxpayers in Wisconsin. It is a group that even Evers and the democrats must admit ‘is the middle class’...and so- if tony Evers says he wants to cut taxes for the middle class-here it is.

This is republican lawmakers- in a savvy way-taking away any excuse for Governor Evers to veto tax reform a second time- and really look like a jerk doing it.

In fact, the republicans ‘add in’ a provision that wasn’t in the budget version of this- targeting Wisconsin retirees- and this is another great idea that- if Gov Evers and democrats are genuine in their political rhetoric and really care about retirees and serving our elderly residents-

Mark born- a very good conservative representative from Dodge and Columbia counties... Who is co-chair of the joint finance committee...and says ‘we’re giving the governor a second chance to do the right thing’

Yep. And if Evers doesn’t do it- he proves he’s an unserious man who has been blinded to reason and rationality- due to an irrational hatred of republicans and GOP ideas.

I know that Evers said he’d be willing to take a second look at these tax cut ideas if republicans spent another billion dollars on more spending for his democrat priorities-

But if he’s serious about being a good and responsible governor for the people who elected him- why would he veto the very tax cuts he’s said for two years that he wants to see- just because he can’t extort the republicans for more spending?

Vetoing this package-presuming it gets to his desk this fall-would be politically stupid along with being politically immoral.

Really? You still aren’t going to return the 3-billion dollars in excess money you took from Wisconsin’s workers? The people who put out into office.

Then what’s wrong with you, you dope. Your hatred for republicans, or your team’s refusal to ever give the GOP anything that looks like a win-would keep you from giving 2-million Wisconsinites, workers, and constituents- a win, too?

Imagine how republicans could then message this, with Evers vetoing a permanent tax break for retirees?

Really? You’re willing to kick retirees in the face? In order to demagogue about even more spending on teachers and childcare?

Wow. What a cruel dope.

And I’m teasing out the political game here. Born, Vos, and the GOP lawmakers are simply saying: we are trying to find a way to return this money to the taxpayers.

At least the ones in the assembly are. Senator Devin LeMahieu and senate republicans may have a different idea...but... Mark born suggests the assembly wants to move ahead quickly with this-

With a public hearing scheduled for today, already.

And here’s a prediction: I predict that Tony Evers will veto this tax reform bill, too.

As rancid as the move will make him look- I predict he’ll veto this version, too. This is the man who took a 3.5-billion dollar-across the board-tax cut away from the people of Wisconsin that would have amounted to about 700 dollars in annual income tax savings for the average Wisconsinite...

And he gave us all a 40 dollar per year tax cut, only. Republicans are-trying to find a way- to put another 700 to 1000 dollars in your pocket each year with their reforms....and Gov Evers ‘allowed you’ an extra forty bucks.

If you can’t get angry over that- you’re on the welfare dole- because any working Wisconsinite should be furious over this.

And retirees in the audience-watch closely what gov Evers and the democrats do with this-because if this bill makes it to his desk and Evers vetoes it-he’s kicking you right in the face.

How about- after a life of hard work and toil-

How about we at least give retirees a tax break on their retirement income?

I’ve been calling for this sort of reform since the walker era, my friends, and finally, we have a big enough surplus to get something like this done.

And if Evers denies it to you-it’s like he’s kicking you in the face.

If he denies you this tax break- wise up and stop voting democrat.

So what excuse will governor Evers and Maggie Gau and these permanently bitter Wisconsin democrats come up with- to deny you your tax cut?

We talked to Assembly Speaker Robin Vos about this as well as when a brewers funding package might come together. (interview segment below)
