WILL's report casts itself as "existing between these two poles" of people insisting there was direct fraud and people saying there's nothing to see and it's all a "Big Lie."
In short they found significant violations of the law allowing many ineligible voters the potential to vote (showing there's a need for increased election integrity measures) but not evidence of problems with voting machines, etc.
Among their list of key findings, which you'll find listed in more detail starting on page 10:
* Instances of ineligible persons voting or attempting to vote
* No evidence of significant problems with voting machines
* Significant number of ballots cast that don't meet statutory requirements
* Voter rolls were not properly maintained
* It not being possible to infer fraud from unlawfully cast votes
* Local practices that didn't follow the law
* Private funding that disproportionately benefited Democrats
