City of Milwaukee Advances Critical Race Theory Agenda with 'Equity' Survey

The City of Milwaukee's Office of Equity and Inclusion is conducting a survey of all employees regarding "equity" in their departments, "The Dan O'Donnell Show" has learned exclusively.

"Achieving racial equity is a priority for the City of Milwaukee, and a primary goal of the Office of Equity and Inclusion," Milwaukee's Chief Equity Officer Nikki Purvis said in an email to employees last week that included a link to the survey. "Racial equity focuses on eliminating disproportionalities based on race and lifting up outcomes for all groups."

The survey, however, focuses not on this high-minded notion of equity, but rather on "institutional racism," which it defines as "when organizational programs or policies work better for white people than for people of color." It also seems designed to increase the use of critical race theory across city government by asking questions such as "Does your department have a racial equity work group?" and "Does your department use a racial equity tool in making decisions about policies, initiatives, programs, or budget decisions?"

Purvis all but confirmed that this is the goal of the survey in her email to city employees.

"As a member of the Government Alliance on Race and Equity (GARE), we are working with other jurisdictions from across the country to end institutional racism in government and advance racial equity in our communities," she wrote. "Internally, we have assembled employees from all departments and offices that have committed to transform policies within city government to advance racial equity."

Marquette University's Center for Urban Research, Teaching, and Outreach is administering the survey and providing the City of Milwaukee with a summary report of employee responses. Purvis stressed in her email that participation is voluntary and all respondents will be kept anonymous, but the survey itself asks such detailed demographic questions about respondents' age, gender, sexual orientation, department of employment, and years of experience that it would be easy for a manager to determine which employee filled out which set of responses.

The promotion of "equity" over equality is a key component of critical race theory, which has been the subject of heavy criticism over the past year. Opponents say its hyper-focus on race as only social construct that powers all governmental and societal systems is not supported by any serious research and even amounts to anti-white racism.
